Antique made bent wood hoop embroidery

Description

I'm not sure what this is but my first thought was that it is an old embroidery hoop though the other older ones I've had usually had cork or wool or something else to hold it tightly together.  Though this one is made tight enough that a little bit of linen wrapped around would be enough.
It is made of bent wood and are joined with tight wires at the ends.
The hoop measures 10.5 inches across and it is a bit under 1 inch wide.
The hoop is in good vintage/antique condition.  It has the wear you would expect for a older wood piece but has no damage.
